It is submitted that the OIPA is a Italy base NGO duly
affiliated with the United Nation, Department of public
information & undersigned is the representative in India.
It has been learnt through media reports that the male
Giraffe was shifted from Alipore zoo to Orrisa in a very
irresponsible manner by the Zoo authorities & in between the
journey, the animal was killed due to negligence of the
officials. There was no proper vehicle as per ISI
specifications along with the transport permit to be issued
by the Chairman, Animal Welfare Board of India before
shifting. Hence the Zoo authorities violated the section
3,11 & cattle transport rules, 1978 amended in 2001 which
was issued by the Govt. of India under section 38 of the
Prevention of Cruelty to Animals Act, 1960 read with section
428-429 I.P.C.
So OIPA INDIA requested you to direct the concerned officer
to lodge an FIR against the offenders for the violations of
the said act,

The Alipore Zoo Director is responsible for the violation of section 3 , 11 & Cattle Transport Rule, 1978 amended in 2001 issued by the Govt. of India in 2001 under section 38 of the Prevention of Cruelty to Animals Act, 1960. He further committed a crime under section 428 & 429 I.P.C :-
* The vehicle was not as per the specifications of the Indian Standard Institution.
* There was no permission - transport permit of the Chairman, Animal Welfare Board of India as per section 96 of the cattle transport rule, 1978 amended in 2001.
INTERNATIONAL ORGANIZATION FOR ANIMAL PROTECTION - OIPA INDIA demands the FIR against the Zoo Director for the violation of the above said sections along with the amendments in the Wild Life Protection Act, 1972 for protection for foreign species.
